like legal laws,say you just dont do anything or hurt or cause trouble,,its not ellegal to be a bum.

Who would govern them? What moral ethic would define a bum? This is not some Utopian society where people dont get hurt and trouble doesnt arise, sometimes this happen very inadvertantly, which cause both physical and mental hurt, anguish or distress, does that suddenly mean that we should now prosecute for it? Meh, by what moral fabric would these laws be constructed. The laws of marriage are those that each individual sets for themselves as VOWS when they are promising to uphold their end of the arrangement, if they do not follow them then they prove that their word is worthless.

Their are laws which are about marriage. But the only one which is applicable to your spouse being a bum, is the legal right of divorce.

You know...I think marriage licenses should have an expiration date, just like drivers licenses. One can renew after a certain amount of time.
