I know of no such hotel on Victoria Island. Out of curiosity, I ran a pretty exhaustive check and did find a Protea Hotel in Victoria Island with a quoted price range from $35 to the mid $50s. For more information and booking check it out on Google.

if someone is inviting you for a "visit" in Nigeria to conduct a monitory process and to stay in this hotel, it is probably a scam. do not go. there is nothing to do in Nigeria

Do you know some poor person stuck in that hotel?...lost all their money?....desperate situation???
If so....you are probably being scammed....Have a look at http://www.internet-love-scams.org/ if this raises any red flags
