For thicker looking lashes you can use a small dab of Vasaline on the pad of your finger (wash your hands with soap and water first to avoid spreading bacteria). You just want a thin enough layer of the vasaline on your finger to look 'glossy' but not thick. Hold the pad of your finger under your eyelash area and blink downwards. So your lashes sweep over the pad of your finger.
To much on there? Wipe some off with a soft tissue in a gentle downward sweep with your eyelids closed.
Longer lashes? No clue if you don't want to use a lengthening product. Some women don't like mascara because of the raccoon eye look, smudges, and thick feel. You can look for eyelash STAIN which is a very thin and lightweight product for lashes. It has a wand like mascara does. It gives a beautiful natural look.
You can also darken your lashes by sitting dark hued tea bags (warm) on your closed eyelids for a few minutes. Then gently wash around the eye if any stain is on your skin (but don't wash the lashes).
Cucumber slices on your eyes really helps improve the look of them also (the entire eye itself).
Outline the inner rim of the above eyelid with a dark waterproof makeup pencil.

I used to have this problem. I am allergic to mascara, but used to participate in pageants as a teenager...so I needed help in that area.
You can purchase vitamins for hair and nails...this helps some. I recommend buying a serum that can be applied to your lashes. Make sure that it contains keratin, this strengthens your lashes. You can apply conditioners also.
If you can't use mascara, and want that thick full look right now, while waiting for the serums and vitamins to work; do what I used to before a pageant.
If you can find a mascara wand, this works great.
Vaseline
Apply vaseline to the wand with your fingers, remove the excess vaseline off the wand, and apply!
Be sure that you don't apply too much. To make sure that a good amount is applied, try first using a q-tib (or pinky finger) to apply the mascara to the wand and rub into the wand (with fingers)...just until you get a feel for how much you need to apply to get the look you want to achieve.
Good luck!!
