An ELCB detects current in the earthing system, and an RCD detects a difference in current between the "feed" and "return". In other words an ELCB is looking for the presence of a leaking current (in the earthing system) whereas an RCD is looking for the absence of a leaking current from the main circuit. The advantage of an RCD is that it can detect leaks which do not pass through the earthing system of the circuit (which pass directly to earth, for example).
