I think it depends on the age of the girls. Are you talking 15 or so and older? Or are you talking like pre-puberty or what?
Different states and countries have different laws. It's kind of arbitrary that the age of can sent in the US is 18. Why is that the age of consent and not 17 or 19? Obviously it is prudent and useful to set SOME AGE as the age of consent - otherwise you can't protect children, but why 18? Who knows.
Personal story: I had sex with a 30yo man when I was just barely 17. I told him I was 18. He probably shoulfmd have checked my ID (I told him I was in high school). Bottom line: he didn't want to know and I didn't want to tell.
We both just wanted to have sex. He was the only the 2nd person I'd ever had sex with (the other was an older HS boyfriend).
He definitely wasnt feeling shy or guilty about it once we got going. It was 100% adult. Clearly we both wanted it. I would never allow my parents to go after him! Even looking back now, a couple decades later.
