Libras are generally categorized as peacemakers. They hate conflict and will avoid it at all cost. The scales represent balance in their lives, they try to be just and fair. Usually, they are laid back and not at all uptight.
I don't necessarily believe in all the zodiac stuff -- but most of the Libras I know do fit the stereotype, including myself.
