Probably when people talk about a powerful computer what they really mean is a fast one that can run more than one program at a time. There are several things that effect speed. Here are the highlights of the things that effect the speed of a computer. First, the speed of the processor is important. Speeds greater than 1 Gigahertz are the fastest. That is how fast the computer processes actual commands internally. But there are other factors that make a computer faster. The amount of memory, or RAM is very important. The more there is, the faster the computer will operate, especially if you will be running more than one application at a time. Another feature to consider is the hard drive data access rate. This one is more complicated, but means how fast the program loads from the hard drive which is mechanical into the memory of the computer. Normally this isn't one of the advertised issues and a computers price might be a little less if the manufacturer puts a slower hard drive in the computer. The computers purchased in schools usually have a higher speed hard drive. The last item effecting speed is for computers that will be using a lot of graphics such as video games or imaging and publishing. In this type of use a graphics accelerator can speed up your computer.

IF you talking of speeding up your computer without additional hardware such as RAM, Harddisk, Microprocessor.. then check the following steps (assuming you are using Windows).
1. Run 'Disk Cleanup' (Go to 'Start Menu' -> 'All Programs' -> Accessories -> 'System Tools' -> 'Disk Cleanup')
2. Empty your 'Recycle Bin' regularly.
3. Delete all files from the Windows Temp directory at C:\windows\temp (make sure you got that path right).
4. Defrag your harddisk (Go to 'Start Menu' -> 'All Programs' -> Accessories -> 'System Tools' -> 'Defragmentation')
5. If that still doesn't speed up your computer, try uninstalling programs you do not use.

Cable
your operating system may not be configured as efficiently as it could be. There are numerous settings in the registry that can change the behaviour of your tcp/ip stack to make it more suited to your Internet connection type. Modifying these settings is called tweaking and is somewhat of a black art. The best place to look for tweaks is at

Your CPU, RAM helps a lot. Also be sure to get a good motherboard, so your system bus is fast.
