I am an experience webdesigner and I want to recommend just one link. Since XHTML loves CSS. You would need to learn them both in the same way.
Please take the time to learn these tutorials back to back, and I GUARANTEE you would learn very good knowledge about those two. The site is:

Once you finish reading them, you could build a nice lookin website. For Photoshop, it requires skill. If you have the program, you could goto its help menu and read its tutorials. Thats the best thing you could get for free for now. After your done, you can learn some tutorials online to help you assist on your photoshop skills.

HTML and CSS are confusing unless you learn from the right people/places.
I learned from these three sites. Although they are targeted more towards teens, they are very helpful to beginners. Just go to the tutorial sections.

CSS is part of HTML. you just have to memorize the codes and practice it. Dreamweaver is a nice one try it. it supplies you with the necessary html codes.
as with the sites, just type html tutorial on google and it will lead you to millions of sites offering free tutorials
