First and foremost -
They're ILLEGAL for a U.S. citizen to own and operate in the States. Basically it's a device that jams/interferes the cellular signal within a certain radius.
There is a big debate about the use of them in places like theaters, cinemas, concerts - etc. Based on the argument that some people might have an actual need for their cell phones to be on - expected/pending child birth, notification of death or injury, doctors, police officers, fire men and the likes. People who have a genuine need to have their cell phones at all times. By jamming/disrupting the signal, their duties/responsibilities could be/would be hindered. In this day and age - that's just a lawsuit waiting to happen.

FYI: every so often you'll find an overseas seller on eBay selling cell phone jammers for about $350

Some people think there should be jamming devices in places like movie theaters to prevent a cell phone from operating. Myself, I have noticed some hotels in NYC where my cell wouldn't work and outside calls through their switchboard costs $5-6.
