My sister is going to college and we need to get her a laptop. We need one that is not expensive (of course) and very good quality.

Toshiba is the best rated company for laptops on the windows platform. HP and Compaq have come a long way and have improved greatly in recent years. Stay away from Averatec and Acer and Dell. Or if you really want a laptop that just works all the time lose the windows platform and just get an Apple MacBook you can always put Windows XP on it also.

It depends on your needs.
Since she's going to college, you can consider buying one of those "student-price" laptops that are always on offer. The specifications needn't be very good, since by the time she's finished college newer models and technology will have come out.
