I think it is dangerous for people to have all personal info. PLUS a photo....my employer is doing this and I would like to decline. Is it my right?

Not if you want to work for them.

They have every right. Sorry. Employees are liabilities and employers have to take certain precautions.
However, They do have to protect your personal information aggressively. By law.

No. They have a right to keep a picture of you on file. Some businesses have had problems with people other then the employee showing up for work. If they have a pic they know it's you. They do it for a mixture of fraud prevention and safety.

Yes ... such a request may seem intrusive but it is a reasonable request. The employer may be using your photo as a visual validation of the person who filled out the application. Although they could just as easily use your drivers license.

It might cost you your job to refuse.
You can check with local union or employment office to find out more.

Even the doctor clinic I go to takes pics of their patients for the files these days.

My employer did the same.

"I work for Nazi's"
