If you are going to the trouble and expense of competing a Ph.D., I'd suggest Sociology of the Family. It's a broader category than either of those that you mentioned. Also, family sociologists cover "The Sociology of Childhood" and "The Sociology of Adolescence," as well as topics like divorce, personal relationships, communication strategies, etc.

Child Development is among the lowest paying, but most important areas of scholarly endeavor. The field is self-limiting, so you don't have a lot of options.

Sociology of the Family is a field that qualifies one for "marriage, child, and family counseling" in most states. It still allows you to concentrate your studies on child development. But, because of the scope of the topic, you have many more alternatives.

My own Ph.D. was in sociological theory, but over the years I began to specialize in the field of demography. I always thought that sociological theory was the broadest "specialty," and that it could have the greatest range of application.
