Improved economic infrastructure in the third world, for one- it wouldn't stop all the violence, but it would help significantly- that means more foreign aid from the US, even if some corrupt governments take advantage of the help, and a foreign policy that focuses more on humanitarianism, and less on nation-building disguised as paranoia.

To be honest, I'd say the best, and most reliable means of advancing peace is just basic, slow social change, which everyone contributes to- parents teaching their kids to be skeptical of charismatic leaders and to dislike war can do more for peace then any nation's foreign policy.

Every year, the world gets more pacifistic, while at the same time, wars are becoming easier to fight, and enemies easier to kill- It seems to me that one trend or the other will have to eventually win out-- I certainly hope it's the former.
