"Necking" is kissin', huggin' and well touchin'. "Necking" is the start of sexual intercourse. There may be no intention of having sex but the heat of the moment can lead to intercourse.
Your mother is being protective and trying to keep you from getting into a situation you may not be ready for.

in her day... that is what they called making out. I think its b/c they used to kiss each other's necks and that was about as far as it would go.
