How can I arrange that a certain website, which I do not have access to, should come up first in a certain Google search? If I do that certain search a whole bunch of times, and only click on that certain site, would that help?

Clicking on the site that you want to come up should help. Because the more clicks a site gets, Google consideres it more important. But Google might have a cookie on your computer and it ignores the clicks after one click.

It won't work (at least not now) because Google hasn't got personalized search results as of now.
When you search, find that result and then remember the title that Google gives it. Provided that the webmasters don't change the title very often, just enter that into your search and hope it comes out.
You can save the site as a bookmark into your bookmarks bar if you use it a lot.

No...Google sets the search order based on what you enter. If the site has a name, then use that name when you search. Why not just save the site to your Favorites or Bookmarks?

Dear I think u need to visit the more sites and build ur Idease about ur community website. Any way usually these links are most "BLOGS, FORUM, ONLINE-CHAT, SERVICES" and as ur requirement.

That's not how their search algorithm works.
