Are you referring to transhumanist genetic modification? The detailed manner by which to artificially advance the evolution of humans in such a way that is highly resistant to abuse, is described in the transhumanist document 'The Catalog Of Correctable Omnipresent Human Flaws'. Aside from some of the population being blind - we are done and outside of evolution. Evolution is an instrument of nature. We are now outside of nature and have been for thousands of years.
Where our next evolution will occur is in consciousness and thought with the help of our technology. We have so much data about the world and universe and have only just begun piecing it together. What's holding us back now is our current paradigm and thought structure.
We will know that we are changing when more and more people stop explaining all things thru the gods and dissociate from government and religion.

Mankind could be considered to be more evolved than it is now when it solves the problems that dominate its attention today (such as war) and when laws begin to reflect its greater understanding.
The main things holding mankind back are untrue religious beliefs, patriotism, and fear.

Our perspective is so short that we will never see evolution happen. Right now we are doing a fine job of eliminating any physical or cultural mutations. We are also getting very adept at manipulating our environment. Mutations that allow someone to be better represented in the gene pool are what cause evolution. We have put all of those things on hold.

We've forgotten how to share. We get power-hungry and greedy, and do all sorts of insane things to each other to satisfy that--no nation's main goal anymore is the overall happiness of as many people as possible (maybe venezuela. But we don't like Hugo Chavez because he has oil...) Then things like racism and sexism occur in order to separate power within societies... If we got over these things, we'd definitely have evolved. Just pragmatism and an acceptance of our own free will, really.

We teach our kids not to be bullys at school, and not to solve problems with violence. That is however our primary means for solving world matters. Are we evolved AT ALL, or are we merely more efficient at killing.
