Nuclear power is completely safe.
It is used all over the world. The only accident was
chernobyl (because of cheap equipment and labor!).
Three mile island was not a real accident. We do a lot
of damage from fossil fuels. People object to nuclear
power because they do not understand it and treat it
as magical and evil. It is clean and safe. These days,
there is basically 0% chance of any accident (and your
kids' lungs will thank you!).

It is absolutely safe to site a nuclear power plant near a city. But as a rule regulatory auhority of almost all the countries used prescribe a minimum exclusion zone around the nuclear reactor where general public is not allowed. Also, the siting philosophies suggest to locate a plant a less populated area. This is basically to have an easy evacuation in case of very very rare radioactivity release.
But modern day nuclear technology assures extremely safe reactors with really negligible core damage frequency( a probabilistic technical term to find the risk).

There is nothing particularly dangerous about nuclear power, so it could be put next to a city. But you need a fair amount of land, which you would like to be inexpensive, and ideally a source of cold water, such as a large lake or river. This makes it more difficult to have a power plant in a town. Of course, if it is too far away, the transmission line losses will start to bite.

If it is erected near a city the price of the land there will drop. But it is actually a promising, clean and safe source of energy. If we increase our use of nuclear energy, we can save fossil fuels and avoid greenhouse effect that create global warming. Btw, I don't mind living near a nuclear power station.

At this point in human technology, nuclear power is the cleanest and safest form of high yield energy we have available. With some of the advances in engineering of the last quarter century, it is even safer than ever. The paranoia that surrounds it is so extreme and exaggerated that it has blinded us to its potential. Absolutely it should be developed and used where ever the need for power exists.

Why shouldn't it be built near the city? It's the city that uses the electricity, so it's the city dwellers that should take the risk. Transmission loss is just a waste, as well.
