The best way is to make music and let people listen to it. If it's good, they'll tell others and the right people will find you. If you are an artist, then perform, because people like going to shows.

Perform as much as you can. Audition for American Idol and the other talent-related television programs. Mail your CD to major labels/producers.

send out demo tapes, and move to a smaller city cause it'd be hard to make alot of noise in a huge city, but thats just my opinion
