I am not looking for the big city life. No, my thoughts of home are to sit outside at night and not worry about the sweat eating bugs. It would be nice to be able to live close to the ocean. I want cool tempatures. I would like the cost of living to be low and affordable but not so low that i have to fear for my life to walk down the street.

Try Bellingham, Washington, USA. It's right near the Canadian border. I've passed through there a couple of times. It sounds like exactly what you're describing.

I, on the other hand, love big city life, so I live with my family in a suburb near Seattle, Washington.

If you are open minded about moving to a new country, move to England. Summer temps are rarely over 80*. The people are great. And it's an amazing country.
