I'm really bored and was wondering if there was something I could build or create in my downtime. Any kind of hobby a 14 year old could do with little money.

Go around your neighborhood and connect with some elderly people. Offer to sweep their sidewalks, walk their dogs, wash their windows.
The good will you will generate will be priceless. Plus you'll feel good helping others.

build racecar models. my boyfriend has been doing that since he was 10. Good hobby.
know what i do? i contact juggle. i create my own tricks, and practice to music. Lame, i know, but i'm proud of it!

learn to skate board, my cousin was 13 when he started. all he had to do was by a board and hang out with skaters and now hes 16 and he knows all them cool tricks u see on tv.
