Can a Florida prisoner recieve an interstate transfer to Ohio? If so, would the Florida legislative mandate requiring that prisoners serve 85% of the sentence still apply if he is transferred to a state that does not have that mandate? Is the Florida Parole Board still an active entity, even though prisoners in Florida are no longer allowed to receive parole?

Yes, the interstate compact would apply. And, another yes, the FL sentencing laws would apply. And, a final yes, a board of pardons and paroles still exists in states that have abolished parole. But, I am not sure about FL. A call to Jed Bush's office would be the answer.
