Use an iframe.
It is frame set completely inside the current window.
Alternatively, you could use a textarea, but only text could be displayed in it.

Use Tag in HTML.

Example 1: Your text goes here...

Example 2: MARQUEE WIDTH=100% BEHAVIOR=SLIDE BGColor=yellow>Your text goes here...
