I don't have an official answer for you, but a reasonable theory.

The whole psychology behind pricing something with a .99 at the end is that it's practically another dollar, but you don't add it that way. 12.99 looks less expensive to us than 13.00, but to think about it, it's only a penny difference.

Well, if everybody does that, and Wal-Mart is supposed to be less expensive than anyone else, how do they really show it but still make good money? By dropping another penny. Since it is not the normal .99 we see, it gets out attention, and we know that's it's "cheaper", but again, by only a penny.

To make people think they are getting a better deal than what they are. A person a more apt to think of 2.98 as 2$ rather than 3$ Circuit city used to do the same thing, decided to mark everything at 99 instead to increase profits.

There are a lot of prices there that end with other than 98 cents. I just went there yesterday and here's the list of prices off my receipt.
1.87
2.88
1.34
2.98
1.67
4.87
2.92
2.92
3.54
4.28

So I think you might be exaggerating a bit on the 98 cent thing.

p.s. total sales tax was .78 for the entire purchase and the sales tax on items wouldn't be included on the shelf price.

HA... YOU'RE NOT THE RETARDED BLOND WHO IS HALLUCINATING! IT'S A VERY LEGITIMATE, REALLY GOOD MARKETING TRICK... .98 OR .99 LOOKS A LOT CHEAPER THAN $1.00. AND THOSE DOLLAR BILLS REALLY ADD UP FAST BECAUSE THINGS LOOK SO CHEAP.

AND YOU WOULD BE PISSED AT HOW WELL IT WORKS IF YOU'RE THE ONE SPENDING THE MONEY!!!

It's basically to trick customers into thinking they got a good deal.
