The image gets pixelated when you resize it. I do have Photoshop CS. Does that software have the ability to make an image vector based so it can be readily resized?

try using unsharp mask.
if this don't work, u should trace it back with path tool or with similiar vector programs.

If the image does not have sufficient pixel density, you cannot greatly increase the size of the image and maintain clarity. JPG's are typically much smaller in size than bitmaps, for example. All the lost bits will cause problems when increasing the size of the picture.

If that is not the problem you are experiencing, please clarify your question.

no, photoshop won't automatically do that. Is it possible to have the designer send you the logo at 100% the size that it's going to be displayed?

Can you send me the file and tell me what percentage the image becomes pixelated?
