He adds further that finding a backup would be my responsibility. I feel kinda weird about it.

Well, tell him if that's the "real" reason, tell him you will accept a cash pay out for your vacation instead.

Apparently, your boss depends on you and needs someone to be there doing the work. Think of the bind he would be in if no one was available to perform the duties you normally handle. Depending how much my livelihood depended on the job, I would find a backup to get the vacation or postpone my vacation while looking during my free time for another job that allowed vacations. I try to hang onto the job I have while looking for another job that way I have no financial worries. If you like your job, you will do what is best to keep the job; however, vacations written in company policy that are then denied are quite a different matter. You have many suggestions as to what to do then. The key is how much do you like your job.

Actually, in this case, it sounds as though your boss has you. If you have the vacation days, you are entitled to use them. However, in ANY company (that I know of), those days must be approved. And it is true, in situations where your position is necessary, backup would be required. I'd say if you really need those days (unless it's an emergency, in which case you should talk to HR), suck it up and talk to some co-workers about covering.

Contact the labor board. If you are entitled to a vacation, then you get one. Check your company policy about finding your own replacement, see if it's actually required. Is your boss' name Hitler???

if you are owed vacation time by written contract, he has to legally give it top you. A backup is not your responsibility. its not your company. he is just too cheap to hire a temp.
