i have heard you can locate people by their i.p. address how do you do that or where can i find out how? i also heard the numbers mean different things like country of origin, state, zip etc. what do the different numbers mean?

An IP address will only give the general geographic area of a person. Only the ISP has the specific location.
In the USA that information can only be obtained with a Court Order.

run a trace to their ip using "traceroute". If you're running Windows, it's "tracert ". Any other OS it's "traceroute ".
