Sure it is! Until I was 19 I didn't even know it was possible to do both at the same time. My gf at the time pointed it out to me and it was an interesting experience.

No. The muscles that are at work during urination and defecation work too closely together. And if a person is dehydrated (no urine), he couldn't defecate, either, since hydration is key for any bowel movements.
