my tool bars and my start button and icons are all missing what could I have done and what can I do to fix it?

Perhaps someone has played a cruel joke on you.

Icons: Right clicl on empty desktop, Select "Arrange Icons by", them "Show Desktop Icons".

Start bar could be on either side or at the top. Press the windows key on your keyboard, if you have one, It will make the start bar pop out. Right click in the start bar, when you can catch it, and click on properties.

don't run the program that you're minimizing. A good reboot never hurt (much). sometimes those icons can take a while to load especially if you are running services like yahoo messenger or other background tasks and services. (yahoo messenger being a serious transgressor)

try doing control+alt+delete and click (in the task manager) "new task...". in the dialog box type "explorer.exe"/ if that doesn't work, try to see if the bar is actually there (will appear as a very small line, usually at bottem of screen.) if it is, try to resize it by dragging it up. you could also try hitting the windows icon key on your keyboard. the start menu will pop-up. go to control panel then to "task bar and start menu". click around in there and see if you will get it.
