I refers, as others have said to an actual paper copy of your resume. By the way, you can often gain a slight advantage by using a better quality paper. It stands out in a stack.
Of course you have to have something on the resume that stands out, but that's another issue.

A hard copy resume is just a printed resume. Unlike a resume that is viewed on the computer.
