How do you make a hard copy resume?

I refers, as others have said to an actual paper copy of your resume. By the way, you can often gain a slight advantage by using a better quality paper. It stands out in a stack.
Of course you have to have something on the resume that stands out, but that's another issue.

A hard copy resume is just a printed resume. Unlike a resume that is viewed on the computer.

Simply type out your resume and save (soft orelectronic copy) and print it out for hard copy

as opposed to sending your resume over the email or internet, you give them a printed copy of the same.

hard copy means it's simply not electronic
so don't email them your resume
PRINT it out
when you print it, it's hard copy

You print it. Hard copy just means on paper not by e-mail or on disk or via fax.
