My Second Metatarsal is broken, and I had the plaster cast put on today after being in a splint for 4 days to let swelling go down. I can move my foot a tad side to side and up and down. Should I be able to do this, or should it be more snug?

That's fine, and expected when we put casts on.
Stay off that foot... and cast.
Do not weight bear on it... that is what will heal it
The cast just takes the muscles off from pulling on that area... and reminds you not to step down.
Stop wiggling your foot from side to side.. you can move your toes, but try not to move your foot too much.
Casts shouldn't be too snug as they can cause things such as compartment syndromes, etc... so your swelling went down, and now there is a little bit of room.
When to worry: If you can slip the cast off
If you get the cast really wet
When your toes get red and there looks like there's infection
If there is alot of pain with the cast

It should not be tight on your foot. If it was it would cut off the circulation and that's not good. The swelling in your food probably went down and the next time you go in to have it changed, they will size it for you. If your worried about it, call your orthopedic doctor tomorrow.

if your foot was still swoolen when you got the cast on the swelling may have gone down and so yes it could be loose.
