See, isn't it annoying? And, it's considered shouting...is that how you always talk? There is even a request not to use all caps when you try to...even the computer knows its rude!

One of the downsides of letting anybody with cash buy a computer...

They are either norvices or don't have the patience to select keys on the keyboard like starting a sentence or a proper noun.

I believe the people that do that don't know what words are supposed to be in capital letters. So as not to feel stupid they make them all capital letters.
