I assume when you say "transfer data" you simply mean files.
No Network:
Both computers will need a NIC (ethernet port) and you also will need a crossover cable. A crossover cable is the same thing as a regular ethernet cable except two wires are flipped. Once you have that plugged in, you need to statically assign IP addresses to both computers.
To assign a static IP address, go into Network Connections (assuming this is a Windows setup) and right click on Local Area Connection. Hit "Properties". In the list, find TCP/IP and hit Properties. You can assign IP addresses here. I would assign one comptuer 192.168.0.1 and the other 192.168.0.2.
Network:
You should be ready to go.
You may also need to activate File and Print Sharing. In the Properties dialog for Local Area Connection, you should see a check next to Client for Microsoft Networks and a check next to File and Print Sharing for Microsoft Networks.
Otherwise, you can right click on any folder (in XP) and hit "Sharing and Security..." then hit "Share this folder".

Well if they both have network cards, (the big phone plug in's). Get a Cat 5 cable, ( you need the crossover kind), Plug them together, and go to step 2. If you have the normal Cat 5 cable, There are ways to cut and soder it back the way. Just send me a message and I will tell ya how to make one.
Otherwise you can get a printer cable with the same connectors on both ends. (a long thing on the back of your pc that you can plug printers into).
Step 2 Run the network wizard. In windows. On both computers,)After you complete this on both computers, And still don't see the folders, then,,,,
Step 3. Right click start, select Explore, You will see a list of your filders on the left, Select the folder you want to share, and right click select the shared option (depending on what windows you have, the name will vary).. Select the option to share this folder, and then close out of that popup. can you see the files now? If not continue to step 4.
Step 4. You should still be looking at the list of folders on the left and seeing the folder that you want shared. Select tools from the main menu at the top of the browser. then map network drive. You must put the name of the computer your working on, and then the file name. something like this
\\Name of computer\folder name
If you need the name of the computer right click my computer and select properties.
If ya still need help, send me a message and I will get back to ya.

You should put a network card in each computer and a cable to transfer. There used to be an old program - jumbo - that had the ability to do it for you, Came with the cable to transfer. Don't know if it's still out there

You could try to create a Peer - to - peer network by joining a serial cable to both the computers and then creating a network of sorts. This will enable you to work as if on a network and allow you to share files, data, music and more.

Most PCs have serial ports, whether or not they have USB or ethernet connections. In this case you could make or buy an RS-232 crossover cable to connect the two computers. There is some software called Laplink (?) that is made for this kind of transfer.
If you want to write your own C/C++ code, then websearch for a C++ class called "dcb" and for "readfile" and "writefile" commands. I have found these to be the most useful for serial port communication.

If its on the network, go to my network places and steal or put in data. If no network, you need one of the crosswire cables. They are ethernet but can be used to transfer data when not on network.

One free way is to use AOL's aim. No expensive router, cables, whatever. Just have a different sign on name for each computer. Have them both online. Set it up so the file is put on the desktop - easy to find, then file.
Then just drag the file to the other computer's sign on name in the buddy list. And it's off.....
