If you lose your Singapore Passport while travelling overseas, you should report the loss to the nearest Singapore overseas mission. The overseas mission can assist you in obtaining a Document of Identity to facilitate your return to Singapore.

Here is what you need to do:
1) Make a police report (request a copy of the report. If not possible, request for an acknowledgement slip or receipt. If none of the articles can be given to you, please ask for the report number and note down the name/location of the police station.)

2) Contact the nearest Singapore overseas mission. You will need to furnish the following documents:

a) the local police report;

b) documentary proof of Singapore citizenship (eg. identity card);
2 passport-sized photographs.

c) Apply for a replacement passport personally at ICA upon your return to Singapore...

First step is to make sure it's missing! Very bad to report a passport as stolen and then try to use it again because it was in your back pocket!

Next report to the authorities (eg police) as soon as possible and get a police report.

Contact also your embassy or other national contact point in the country. If there is no consultate contact point in the country you are in, I suggest calling back to your home countrie's passport issuing office for further information as to what to do.

Losing a passport overseas is very inconvenient at the least. Best that you look after it properly.

If you're back to your country, report to the police and re-do a new passport.

If you're not, and still in the holiday-country, report to your embassy/high com for assistance. They would be able to help. That's the purpose of having them around.

Go to the embassy.

If you can trust the police, you may want to report to the police first. It depends on the country you are going to.
