FIRST:
if we considered the month = 30 days
water consuming rate = 38,000/ (30*6)
= 211.11 Gallons/day

SECOND ..
to be more accurate we should calculate the mean months
= 365.240833 / 12
= 30.43673611 days
so water consuming rate = 38,000 / (30.43673611*6)
= 208.082 Gallons/day

By the way
the solar year = 365days, 5hours. 46minuites, 48seconds

it is impossible to base a question on months like this with out knowing the exact months because some monts have more days than others but you can estimate by dividing 365 if its not leap year and get 182.5.saying thats an estimate on how many days there will be and then dividing 38000 by182.5 and get an estimate of using 208 galons of water a day but this may and may not be the exact number depending on which months it was and if it was leap year or not.

211 rounded off of course but it really depends which six months because of feb. being 28 and some being 31 I gave it a 30 day ave.

That depends on which six months. If you mean half-a-year, that is 182.5 days, so you use 38000/182.5 gallons per day. Otherwise, you have to know which six months, add up the days in these months, and divide into 38000.
