Scotts Turf Builder is a fertilizer. If you have just dirt, get the grass growing first, then fertilize that fall.

No, you can not use any weed control when patching or replacing with new, young growth. The weed killer is killing the under developed new growth. You can't put this on until you cut it 3 or 4 times. Use a good quality starter fertilize for new growth.

if there is grass seed spread first and lightly raked in to the soil it couldn't hurt.
