No, 'it" is not "not"! It can't be. On the other hand, it does exist because it is part of your question. Whether "it" has a meaning is another question.

You might simplify by asking "Is it?" But this may be too simple because of the converse "It is." The actual answer may be "It is?" By adding "not" you subsume "it is" and "not" as a contradiction.

On yet another level "Is it not?", is only a partial question to the answer. And if I question my answer, then the answer is questioned only after the question is anwered.

But this is not nearly as interesting as:
"This sentence is false." Think about it! :-)

If you've already given up, then yes, whatever "it" is will not do what it's intended purpose is.

If you believe you can't, then you are right.
If you believe you can, then you are right.

Impossible, my dear. If it "is" (as you claim) then it must in fact be. If it is an "it" it cannot not be. If it lacked being it would not be classified as an "it". See?
