Yes, they sure can. In fact, some women are especially arouseable during this period in their cycle, and the extra fluid in the vagina (menstrual blood) can enhance sex as well.
As long as you aren't squeamish about the blood, there's absolutely no reason to avoid intercourse during the woman's period.

multiple stupid solutions here. there is no complicated and speedy rule that basically married adult men or females could have intercourse. There could properly be single females who're of their previous due 40s - do you mean to declare they practice celebasy - no way while it comprises intercourse - the human race has animalistic instincts

yes, there's no real risk to having sex while menstruating, some women avoid it either because it's embarassing or because they're worried about a mess.

yes.... once you've taken a bath the blood normaly slows down so you won't have that bloody mess to deal with.

absolutely! as long as you and your partner don't have any problems with that, it's perfectly fine, because that blood you loose is not dirty or anything or has any kind of bacteria.
