It could be that the person who doesn't want the divorice wants to work on the marriage. They manybe made the commitment for life and want to stick to that commitment.
Or, it could be a power struggle.

My brother is in that situation. Has been in court for over 5 years. (Many different court circumstances-judges retired, etc). However, my ex sister-in-law is sick both physically and mentally and has become extremely bitter.. He was a workaholic and she resented the fact that he was gone so much. She started the divorce but now it doesn't appear that she really wants it. Reasons: a) physically sick, b) mentally sick, c) feeling enough time was not spent with you during marriage.
