Contact your county child support and make sure your investigator or probation officer contacts the employer to find out the problem- Perhaps the company is sending in the payments but are being held in the payments center in suspense because the employer failed to write case number in it (happens all the time), another possibility may be that employer sends in payments once a month (also happens a lot because its cheaper for them) OR if the problem in fact is that they are holding the payments and not sending it to the payment center at all then the investigator has to submit case to court and subpoena the employer. Worst come to worst a judgment is entered against the employer.

The procedures will vary by state. Here in California, the procedure would be either a contempt proceeding against he employer, a motion to compel or a civil action to holder the employer personally responsible for the money owed. You should consult a local family law attorney for more thorough advice.

That question is best asked of the Attorney Generals Office since they are the ones who administer that program. In Texas we would call that fraud, it would be a felony and depending on what happened to the money either the company would get hit with a big fine or someone would be going to jail.
