I have a 8x4' mirror and it is flaking off the sides. I need a stick-on type frame or border that will cover the flaked-off area on the edges. I think they come in strips that can be cut.

you can use any molding and they come in carved or inlaid, plain or ready nto paint, white or even in wood in strips, 8' or 10' and up.
You cut it to fit, apply it with clear silicone adhesive/sealant and tape it in plce until adhesive sets and you're done.
If they have a peel and stick, look it up at homedepot.com

The problem with those methods is you won't have anything to hang the mirror with if you just glue molding over the edge. Mirror clamps won't fit over the case work. If you use molding then you need to secure the glass to the molding and not the other way around then install the hangers on the molding. If that makes sense!
The alternative would be to hang the mirror first using the clamps then apply the molding as suggested. You may need to notch it out where it comes into contact with the clamps.
I have never seen any peel and stick product but that doesn't mean it isn't there. You might also consider using tile or other material either as is or in a mosaic pattern depending on your decor. That would be easier if you don't have any woodworking tools to miter the corners.

gee two identical answers, could someone be going for points. Any home center or lumber yard will carry molding you can cut to suit your purpose. Molding is the product you are looking for. Double sided tape, liquid nails, silicoln caulk, will all serve as a good adhesive for what you are looking to do. You may have to paint the molding or stain it depending on the look you want. You can buy pre painted stuff, but its gonna cost more.
