it actually still sits on your hard drive until it is written over. the area that it sits is marked so something can write to reside there
this is the way forensics can find information that is still on your hard drive that most think has been erased

It stays right where it was. It doesn't get erased, just the file name is removed from the master File Table. The space on the disk where the file resides is marked as empty but until another file is put in that spot by the computer, the data is still there.
I recommend using a file shredder for important/secret files that you don't want anyone to find even after you delete them (yes it is possible and rather easy to restore deleted files)
I like Fileops. It's a program that has a file shredder (among other useful goodies like file encryption) Download it from this page: http://www.nonags.com/nonags/fileman.html it's towards the bottom of the page.

Go to "FreeDownLoads.com" for deleted file recovery software. If you empty the recycle bin it can still be recovered, but if you copy anything to the disk it might be overwritten.
If it is really important, get a deleted file recovery disk from a computer geek shop(or a computer geek). Don't do any more than you have to on your computer until you run a deleted file recovery program.

If you're a normal person. nowhere. if you're like my son-in-law then it's gone. Since you're asking then you're probably just a normal joe smoe like most of us. when you delete: it leaves your operating system(in other words it's gone) however, there are programs that can retreive that data UNTIL IT'S WRITTEN OVER BY NEW DATA. this can take a long or short time. depending on how much you write to the hard drive. I have Norton System Works($60 or so) when I delete something it will allow me to retreive it until it's written over.

i believe it is technicaly still "there" but your computer "forgets" all the links to it and makes it avaliable to write over. However if it is an emergency and you have not wrote over it, there are people that can get your info back for you.
