I don't believe Iowa allows minors to petition for emancipation. They can become emancipated by being convicted of a crime in which they were charged as an adult, or through marriage. To get married, they have to be 18, or have their parents or a judge give consent for the marriage.
If you could apply to be emancipated, here's how you would do it:
You can file for emancipation, and a lawyer would make process easier. You will need to prove that you can take care of yourself completely. That means you have to be able to afford all your own expenses, on your own, without a roommate. You would have to be able to afford food, medical care, and housing, as well as all other expenses. The government will not give you a place to live if you become emancipated.
It's a hard thing to get emancipated as a minor.
If you are being abused, you do have options. Are your parents divorced? Could you live with your father? Ask him to apply for custody of you.
Do you have grandparents or aunts and uncles who might live with them? You'd need your parents permission to do this, though.
Another option would be to report her to child protective services as an abuser. You might get put into foster care at that time.

I do not know if you can be emancipated at 15, but you can get out. It involves telling the authorities, your mom, if truly guilty, will go to jail, and you will go to a foster home for the next 3 years.
Or you can just move out, and no, if you are emancipated or on your own, the government will not give you a place to live. You can apply for Section 8 housing, but there is a waiting list, and you will probably be asked why a 15 year old needs Section 8 housing, which will ultimately lead to the first scenario of arrest and foster home.

I'm sorry you are in such a bad situation. I hope the following information will help you out. Usually when a minor is trying ot get emancipated they have to prove to the court they are able to take care of and provide for themselves like an adult, which means you would have to show them that you are making money and have place to stay on your own.
However, you do have other options. Do you have a friend or relative that would let you live with their family, and can you get your mother to agree to this? If not, another option is tell someone that you are being abused such as a teacher, counselor or a friend's parent. Physical abuse is a good reason to be taken out of your home and they will put you in foster care home until you are an adult. You don't have stay - domestic violence is a crime.

Honey: You can become emancipated when you are able to financially take care of yourself usually age 16 y/o. If you want out tell your mother if she hits you again you will call the police or child services. Talking to a lawyer won't work because they have a duty to protect you as you are a minor,including teachers,priest,social workers. You may end up in a group home or foster home,not a pretty place. Is your mother alcoholic or depressed. Next time she goes to hit you tell her to stop don't do this anymore to me. Do you want me to hate you? tell her to get help she needs help.

You have to prove that you are able to financially take care of yourself before they even consider emancipating you. No, they do not give you a place to live. It's a very long and difficult process. If you tell the judge that your mom hits you, they will send you to foster care, not emancipate you

To be an emancipated minor, you must be in a position to support yourself financially. If you bring this to the attention of the authorities, you will probably be put in a foster home, which may be better than the one you've got.

You need a lawyer and if you are really emanicipated, the government will not give you a place to live unless you qualify for welfare. Do you have any other relatives you can live with that won't harm you?

You can call and report her. But unless you can obtain and show that you are responsible enough to take care of yourself.. they are not going to.
They are not going to let you leave her and go on welfare. More than likely they will remove you from your home with her and place you in foster care.
Which if she is really being abusive then you should be in foster care.
