Why has this remix not ever been released?

Question

I found this remix song by Janet Jackson being danced to on MyTube, called "Little While" or something like that, remixed by Just Blaze. I can't find any reason why it's not released? It's an awesome song and it has been out for a very long time! Anyone happen to know?

if it wasnt an official remix

meaning payed for by the record company (which it wasnt) then it wont be released because the record company wouldnt make any money off of the independent remix

the same thing happened with this AWESOMELY AMAZING lil kim remix of "whoa" ... it wasnt released by the studio ... so they only had it up on the website for about a week.
