The best way, health wise, is to get a fake spray tan, or to use self tanning lotions.
If you plan to be outside a lot, and are going to develope a natural tan, don't use "fry me quick" oils, or lotions with low SPF.
I don't tan easily even with no sunscreen, but when I'm outside often enough (like this summer), I get a nice even base tan while using a kid's SPF 30 lotion, which protects me nicely.
The SPF keeps your skin from frying, and the burning is what is most damaging to your skin, because it's the same as getting a 1st or 2nd or 3rd degree burn. It burns off the top layer of your skin, and damages the layers underneath.

Sorry, there is no best way to get tanned by the sun or in a tanning bed without making your skin like leather (and wrinkly) and risking skin cancer.
You can get a fake tan ahead of time so when you go to the beach you'll fit right in. Use a cream or spray tan (check cosmetics section at Wal-Mart).
While at the beach, you still need to use sunscreen even though you look tanned.

There is no "healthy" way to tan. Tanning is the skin's reaction to exposure to the ultraviolet rays that cause the damage. If you want a "glow" find good product to give you one without sitting in the sun or a tanning salon. Sorry I don't know any.
