There is nothing wrong with saying it. However, if you are saying it in relation to the removal of privacy, it then removes the right to free speech. If you know that at any time you could be watched, you stop saying what you think and only say what will be safe. Its not that people have things to hide, its that the removal of privacy makes it easier to remove other rights.
There is nothing to hide about most people's sex lives, but people value the privacy of it.

If you offended someone, here's a better way of putting it:
"You have nothing to worry about, unless you did something wrong."
Saying it at all, though, incinuates that you think that the person DID do something wrong, or that you doubt them and think that they COULD have done something wrong.
Those are words that really don't need to be said. It's common sense for the person on the receiving end of those words to know that if they have nothing to hide, they have nothing to worry about. Threatening them just makes it worse.

Until the government says there's something wrong with saying it.
And we, the people, don't use our power to replace the ones who would have the audacity to say something's wrong with it.
