This is how it should go: Make sure your modem is unplugged from its power supply. Hook up your router to your cable modem. you should then make sure the ethernet cable from the computer is going into one of the ports designated for it on the router. Plug in your modem to its power supply, then do the same to the router after about 30 secs or so. Make sure the wireless capability on the router is enabled. Do the same for the laptop. I use the same set up here at home and used to walk people through it when I worked for an IT company. Feel free to contact me if you're still having problems.

Comcast also has to be aware of the router. It generates IP adresses also. Just call customer support and they will walk you through it.
