Why are wrong numbers NEVER busy?

wow i never thought of it, maybe the little man in the phone is trying to mess with us!!! i need to go clean my phone...........!

Well when its busy, you just think the person your calling is on the phone.

Because they're screened and the timing is always such, that the recipients aren't using the phone.
