Didn't the movie have one when Buzz and Woody were stuck at evil Sid's house. I thought that was the reason why he had to postpone the initial rocket launch.

yeah it should, it reflected the conflict that Buzz brought to Woody becuase now Buzz was the number one toy in Andy's life.
