Same reason wear guys wear pants that are much too big for them, but guys apparently don't care enough about the way they look to bother pulling them up, thereby showing to the world their totally uninspiring ***-hair and their equally unimpressive generic plaid boxers.
Yech.
I wear low rise pants, and pull them up as a somewhat less obvious way of adjusting my testicles.

Either a belly band or you could buy black sweat pants that don't look like sweats. That is tough. I'm also really skinny and short and I have a hard time wearing x-small maternity pants so my entire pregnancy I have been wearing sweats.

Some low cut pants look ok when you put them on but due to movement and just by sitting down they seem to ride down even further, hence the need to 'hitch' them up. They are on their way out apparently. And I for one, have had enough of the 'muffin tops' they produce!
