Because IBM made its reputation by making hardware, and typically pawned off software development/maintenance to other firms. They felt that when it came to computers, the money was in the hardware. Figuring on making hundreds of dollars a PC, they didn't want to bother having responsibility for the software, which would only earn a "few dollars more".

If by "them" you are referring to there being more than one Bill Gates, then there a few people that didn't have the entrepreneurship skills to make a successful company.

It's the way of doing things... IBM did the same thing with their software. If you look at your EULA you'll probably find out that you don't "own" any software today.
